Take Niss to the forest at the back of KaMa Mountain, and you will see a magical staff hanging on top of a tree. Niss will then come out to talk.

one suggestion here...
I think you should have Niss on "battle" not "rest"
I passed here with Xaolan on "battle" and Niss at "rest" and didn't saw the wand on the tree.

that can be the case sometimes but sometimes it works fine
